July 2023
There was no problem with the painting once completed. The painter was excellent and detailed and responded to our every concern. Problems arose with billing following the job. Since there was no job proposal estimate (our bad as well for not requiring/requesting one), we weren't sure what the cost would be. In the initial consultation, and through a recommendation from a contractor, we were confident/comfortable that the job would be completed at a fair and reasonable price. The job was completed on June 2, but the bill did not arrive until July 3, with a remittance date of July 12. So, it took a month to bill, but the payment was expected within nine days. The owner was apologetic but explained that he worked long hours and had difficulty writing up bills in a timely fashion and maintaining time for his family. Such is the woe of a business owner. We were billed $2,400 for the painter's hours. This was explained as $56.50 per hour for 42.5 hours, including five hours of drive time (Who gets paid to drive to work? Particularly when the work website indicates the business operates in the York area. Odd, but we were aware of this prior to the job.). This totaled $2,401.25, which was generously rounded down to $2,400, as explained by the owner. Also, the typical rate he charges is $55, but the $1.50 per hour was added due to the drive time (an additional $63.75) despite already paying the $55 hourly rate for the painter's time in the car during the drive to the job. So, if we are paying $55 per hour for the drive, why the $1.50 per hour additional increase? This seemed a bump to benefit the math, increasing the overall total (the only number provided, with no breakdown) to exceed the $2,400 billed. When first contacted, the owner indicated he would be "getting back to us", giving him time to come up with these numbers, which were suitable for his purposes. This is just a guess. Furthermore, we were fully aware that the painter only worked 39 hours total, including the drive times, as someone was present at all times, so the additional 3.5 hours billed totaled $197.50. Materials were also billed at a lump sum, including paint and materials, with no itemization. How much per gallon? We have no idea. Included in this charge was a mention of "baseboard trim". We replaced the baseboards in a bedroom, but they were painted and installed by another contractor, who was paid for the materials and installation. According to the QWS owner, he had somehow inadvertently received and painted the wrong baseboards, which were never delivered but still billed to us. The owner's explanation was that "someone has to pay for them", meaning us. Why us? This was no fault to us. So, shouldn't we have been notified? Or shouldn't we have received the mistaken products, if in fact we were paying for them? Where are the incorrect baseboards, which we have apparently purchased? While these details may seem minor to some, when tallied together, they do add up to a significant increase in the overall cost of the project. While all this was disconcerting, the most disturbing aspect of this project experience was the owner's indignance when questioned regarding these discrepancies. He adopted an aggressive tone and was combative in his responses, as if he did not appreciate being questioned, despite the vague nature of the bill (Two categories, Labor and Materials, with no itemization. Does that seem normal?). Also, he was adamant and defensive regarding the lateness of the bill, indicating there were not enough hours in the day to do paperwork in a timely fashion, actually becoming agitated with the question of the lateness of the bill. Well, sorry, but that's the nature of owning a business. So, despite the excellent quality of the completed job (The only reason for two stars, honestly. Otherwise, it would be zero.), we will not be seeking the services of this organization in the future.
